Duxbury Bay Management Commission
Meeting Minutes – Thursday, September 7, 2005
A meeting of the Duxbury Bay Management Commission was held at the Duxbury Senior Center at 7 pm.
In attendance:
Duxbury Bay Management Commission (DBMC): John Carnuccio, Chair, Shawn Dahlen, Kathy Ahern Gould, Ned Lawson, Vice Chairman, Jon Nash, Secretary, and Julie Waltz. Missing were Skip Bennett, Don Gunster, Jack Kent. A quorum was reached.
Other Guests:
Concerned Citizen: John Brawley, Paul Malo of Bay Rider Services.
I. PREVIOUS MEETING MINUTES
VOTED: To approve minutes of 8/25 as amended.
II. NOTE TO DBMC & DBMC TASK FORCE MEMBERS
It is requested that the Secretary of the DBMC receive final copies of all outbound memos and letters on behalf of the commission. These final copies should be identified as such, and will be archived and/or posted on town website where deemed applicable.
This request also applies to all meeting minutes/correspondence generated by DBMC Task Forces.
III. NDA ISSUE:
VOTED: To redraft the letter and submit to Don Gourley of Plymouth Harbor Committee with a cc to Joe Grady.
Paul Malo addressed group re NDA application. Showed new NDA flyer, and is eager to work with Harbormaster’s office to get this program under-way in Duxbury waters. Paul has offered to work with Jon Nash to help Dennis Pearse get statistical data recorded from the survey mailed with 2005 mooring applications.
Shawn Dahlen re NDA: The DBMC has voted to support it and will ask Joe Grady to draft a letter of support to supplement the application. We will resubmit the letter by the DBMSC.
IV. TASK FORCE 1: Jon McGrath:
Pine Dubois – Head of the Jones River Watershed Association
Reconvene Technical Committee
Review possibility of aluminum fishway
V. CON COM APPLICATIONS:
We will reply to every application to show con com that we are reviewing everything that is handed to us.
1/3 Frank Holden - Powder Point Avenue: Repair of seawalls etc.
Memo: Will not do one. We will forward a quick note that says nothing appears to negatively impact Duxbury Bay.
2/3 18 Ocean Road South (Duxbury Beach) – Notice of Intent to install driveway on barrier beach. Two proposed areas to pave.
Question: What kind of comments do we want to make?
Memo: We will draft a letter to Con Com
3/3 Williams - 91 Gurnet Road. Modify and expand foundation on Gurnet Road.
Memo: will be written by Shawn Dahlen and Ned Lawson.
VI. TASK FORCE 2: AQUACULTURE
Review methodology proposed by JC with edits by Shawn Dahlen and Don Gunster (included with the Shellfish Grant Application packet prepared by Harbormaster’s Department)
Question: Who is policing the area? Don Beers is the shellfish constable.
John Brawley: There is not a clear system for determining the compliance of new regulations. Markings have been changed, but there is a general opinion that the industry should also be self-policing.
Review of Applications:
John Carnuccio: Did SAC consider Historical Eelgrass in the review of applications? It is in criteria, but it is not evident in application. Also feels we need our own GIS map with chart overlay, existing grants and proposed grants.
John Carnuccio requested that Kathy Ahern Gould obtain such a map with the assistance of John Brawley.
John Carnuccio felt that the burden should be on the applicant to provide similar type of map showing their proposal in detail and in the context of the entire Bay.
1. Blake Doyle: Eagle’s Nest area.
VOTED: DBMC to provide comments to BOS.
1. No data in application with respect to proximity to marine grasses.
2. Info in application w respect to shellfish history is at best anecdotal.
3. Commission feels this is an inappropriate area given proximity to areas of boating activity. Applicant is encouraged to look at another area of bay that will not impact other areas of recreational uses and report back with findings.
2. John Brawley: Drake Flat/Drake’s cut
VOTED: BMC to support application as amended by SAC with approval of 1.5 acre grant located on westerly side of what was proposed on page 6 of application and offer following comments: In SD view, this is an area well away from majority of boating and other activities in area, 2) on account of bags/no bags, no issues expected to be a problem.
Questions:
John Carnuccio: What happens if extended Area C becomes too crowded? Wouldn’t this become a conflict?
Ned Lawson: Should there be a movement to find the best location for all cages and put them there?
3. Rob Knecht: North of Brawley.
VOTED: Support SAC recs, and to postpone until applicant presents an alternative site. We feel a grant in this location is inappropriate on account of proximity to local navigable channel.
4. William McCormick: Location? No map in packet. Determined that app is incomplete
VOTED: Agree with SAC recs. No racks and to reduce site size to 1.5 acres.
Other Applications:
VOTED: DBMC that BOS postpone making decision on other applications until we have time to finish our review and report back to them
There being no further business, the meeting was adjourned at 9:00 pm
